Who we are
FELCOS Umbria is an Association of Municipalities that promotes sustainable development, good governance practices and social and economic growth, both locally and internationally, through development cooperation projects, training activities, technical assistance and the strengthening of skills, territorial planning and programming, the creation of networking, social communication and awareness-raising activities, and education projects for sustainable development and global citizenship.
The member municipalities guarantee the institutional and political governance of the Association, whose strategic lines of action are outlined by the Board of Directors, the administrative and executive body.
Alongside the operational abilities of its staff, FELCOS provides solid knowledge and skills through a structured network of partners and collaborators, consisting of institutional, social and economic actors, thus promoting the steady and concrete participation of our region in the challenges for sustainable development, within the framework of the United Nations 2030 Agenda.
FELCOS interacts and works together with local, regional and national governments, with the European Union, with networks of local authorities and with international organizations, especially with development support actions promoted by the United Nations, such as the United Nations Development Programme (UNDP), the ART Initiative – Hub for Territorial Partnerships, and the 2030 Local Development Platforms.

Planning inclusive, sustainable and resilient local aereas
The innovation of action models for local sustainable development is based on the need for local authorities to take on more and more of a strategic role in guiding decision-making processes within a participatory approach that aims at developing a shared vision of the local area and generating common decisions and actions.
This innovative approach to planning sees the people directly involved in promoting the sustainability and livability of their regions. It differs from the typical inflexibility of traditional tools, proposing participatory, active and mindful planning that involves all the economic, social and cultural components and local institutions, with the aim of creating realistic and sustainable visions and paths for development at the local level.
Strategic planning can focus specifically on the localizing of Sustainable Development Goals, and in this sense the 2030 Agenda represents an important guidance tool at the service of local governments, organizations and companies.

Enhance the role of Municipalities as the driving force for development
In the processing of local development policies, local governments must be able to read their own territory and to choose sustainable action priorities, and at the same time consider themselves within an international dimension, in the awareness that only by dialoguing and cooperating with other areas in the world will it be possible to face the challenges of sustainable development in a positive manner.
In this process, they play a directing role in ensuring the involvement of all the main local actors in the building of a shared vision and the creating of a path that takes into account the general interest of the reference community.
The Municipalities, which move along the two paths of the local and the global, play a crucial role in facing effectively the international challenges to development to which local areas must respond, especially in the time of the environmental, economic, and social changes that have rapidly invested, and continue to invest, the life of local communities.
This new, ambitious, global vision of integrating the social, environmental and economic aspects of sustainable development, strongly reaffirmed by the United Nations 2030 Agenda, poses new governance challenges and generates an innovative force in permeating the decision-making and political processes at all levels, so as to ensure that no one is left behind.

Activate international partnerships and promte the organization of multi-actor and multilevel networks
The activating of alliances between actors and territories, with a view to reciprocity, responsible internationalization of local areas, and dialogue between equals and common interests, is based on the need to enhance and promote the skills and abilities of different actors, with the aim of establishing relationships in a perspective of co-development.
Within the context of this multi-actor approach, the territorial partnership plays a significant role in achieving the 2030 Agenda Goals, making it possible to identify more effectively the priorities of local areas and to implement sustainable development programs consistent with their needs, through the active involvement of the various local actors operating at various levels.
